Panama Flats Master Plan

This master plan addressed a 46.25ha municipal parcel in the Colquitz River flood plain, historically used for a variety of agricultural activities, that includes upland park and seasonally flooded flats. The 18 month community engagement and planning process resulted in a master plan, unanimously supported by Council, that focused on four main principles: flood plain management, protection/enhancement of environmental values, protection/expansion of ALR lands, and development of recreational opportunities.
